Suresh Pandit

Suresh Pandit is a seasoned expert in disaster preparedness and response capacity building, with extensive experience in emergency management. Over a decade-long tenure with the United Nations, he has provided critical expertise in emergency response and capacity building. During his time with the UN, Mr. Pandit played a pivotal role in the response to the Nepal Earthquake in 2015, working at a senior level in Nepal. He has led numerous simulation exercises and training sessions, rigorously testing emergency response plans at various governmental levels, from district to federal authorities. Mr. Pandit has significantly contributed to institutionalizing disaster preparedness and contingency planning systems, particularly in the Sudurpaschim, Bagmati, and Gandaki provinces. His work involved close collaboration with the Ministry of Home Affairs, the Red Cross movement, and other key humanitarian partners. He was instrumental in establishing multiple emergency operation centers and clusters, enhancing government capacity through countless Simulation Exercises (SIMEX) and Tabletop Exercises (TTX). During the COVID-19 pandemic, Mr. Pandit provided valuable advisory services to the Ministry of Health. He actively participated in the Association of International NGOs in Nepal (AIN)’s Policy Working Group, driving a coordinated response to the crisis. His comprehensive efforts have consistently focused on strengthening disaster preparedness and response mechanisms, ensuring robust and effective emergency management systems.

Brig Gen Naresh Subba (Retd)

Brig Gen Naresh Subba (Retd) A seasoned retired Army Officer from Nepal Army with a work experience of more than 34 years in the military service with much of the tenure served in the field of disaster management. He served as the coordinator of the “Multinational Military Coordination Centre (MNMCC” during the Gorkha Earthquake 2015. Brig Gen Subba served as the Preparedness and Response Coordination Advisor to the CEO of National Disaster Risk Reduction and Management Authority (NDRRMA) post his retirement for nearly a year providing strategic advice to the CEO of NDRRMA and developed the National Simulation Exercise Guiding Manual for NDRRMA and planned, designed and conducted several Tabletop exercises with NDRRMA and MOHA over the past years from 2020 to 2022. He was the Team Lead for the UNDP SUPER Project simulation exercises which were conducted in the year 2023. He was also a member of the Team that developed the concept paper for establishment of the “National Disaster management Training Centre” for the Ministry of Home Affairs. He was the Lead facilitator of the National Tabletop Exercise that was organized by NDRRMA in Mar 2024 and the district and municipality level Tabletop Exercise organized by Ministry of Home Affairs with the support of USAID Tayar Nepal in Dailekh and Kailali districts in Apr 2024.He led the SIMEX Hub from the time of its establishment until handover to the newly appointed Executive Director of the Hub. Besides his expertise in the field of Disaster management, Brig Gen Subba has also served in different UN missions in different parts of the world at a senior level. Brig gen Subba is a highly respected national professional in disaster preparedness and response.

Krishna Karkee

Krishna Karkee brings more than 25 years of experience in emergency management and disaster risk reduction in Nepal, Bangladesh and Yemen. She is an expert on conducting simulation, drill, tabletop exercise, preparedness plan, business continuity management, and overall emergency preparedness and response. She worked with the UN/and I/NGOs in Nepal and globally extended her advanced level of expertise in emergency preparedness, response, recovery, disaster risk reduction, and conduct hazard and vulnerability assessment. She worked closely with MoHA/National Emergency Operation Centre and National Disaster Management Authority as a technical focal person to set up emergency operation centers, develop Simulation Exercise Manual, organize ToT simulation exercise, manage tabletop exercises, drills and business continuity management for public and private sector. She is one of the curators of Women Humanitarian and Disaster Risk Reduction Platform (WHDRRP) in Nepal aiming to promote women professional crisis response. She has hands-on skills in advancing gender issues in emergency response protocols and making sure ‘No One is Left Behind’ in preparing for disaster and everyone is aware of potential risks and hazards.

Santosh Neupane

Santosh Neupane is a seasoned professional in conducting earthquake safety and fire drills. He has conducted hundreds of simulation exercises to enhance the disaster preparedness of corporate houses, businesses, government, the Red Cross, and local communities. Mr. Santosh, serving as a Senior Officer at the Nepal Red Cross Society, is a member of the National Disaster Response Team. He has worked at the national and international levels in responding to disaster crises. Mr. Santosh has played a key role in training Local Emergency Operation Centers (LEOCs) in different parts of the country. He is a certified and well-regarded expert in conducting simulation exercises and developing disaster preparedness capabilities for private sector institutions and public institutions.

Damodar Adhikari

Damodar Adhikari is a seasoned professional with over 20 years of experience in disaster preparedness and response, public health, and emergency management. He has a strong track record of success, leading initiatives in operationalizing HEOC, simulation exercises and contingency plans.
As a Health Cluster Coordinator in Nepal and beyond, and a key member of the ICS of MOHP for COVID-19 response coordination, Adhikari has been instrumental in effective crisis management. Driven by a passion for fostering resilient communities, Adhikari is committed to advancing emergency preparedness and disaster response efforts, with a proven ability to navigate
complex challenges and mobilize resources effectively.

Dr. Shrijan Bahadur Malla

Dr. Shrijan is a disaster Governance expert with wide experience in planning and conducting simulations that range from drills, tabletop exercises, and functional exercises to field exercises. Recently he led three provincial and four municipal TTX conducted by the UN agencies. He served in the NA for twenty-three years prior to voluntary retirement at the rank of Lieutenant Colonel and worked in the capacity of the Training Chief of the Disaster Management Directorate of NA and was part of the core team in the planning process of Disaster Response Exercise and Exchange (DREE) conducted jointly by the NA and US Pacific Command. He is the lead in designing simulation exercises for the senior officer level courses in the Nepali Army. During his military service, he served in several UN Peacekeeping Missions in Liberia, Congo, and Lebanon. Dr. Shrijan worked with the National Disaster Risk Reduction and Management Authority, World Bank, UN,
International Red Cross, and Red Crescent Society (IFRC) in various capacities as a DRR expert. Dr. Malla holds a Ph. D. in Disaster Management from Kagawa University, Japan.

Dr. Nishita Pathak

Dr. Nishita Pathak is a psychiatrist by profession. She has a great deal of experience in crisis response and contributing to disaster readiness. She worked with the Nepal Armed Police force from 2004 -2020. In 2006 she was deployed to the UN peacekeeping mission in Liberia for six months. After completing her MD psychiatry, she started mental health service in Nepal armed police force hospital with ten inpatient services for Nepal Armed Police personnel and their dependent and civilian people. She also worked as visiting consultant in a civil service hospital, thus starting Psychiatric OPD in that hospital in 2012. She has also been working as an Instructor for the HOPE course and Training for the instructor for the HOPE course organized by ADPC at the national and regional levels since 2013. She has some papers published under her name and is highly interested in research and disaster related work.

Dr. Santosh Shrestha

Dr. Santosh Shrestha is a Civil and Structural Engineer with extensive experience in Nepal, Japan, France, and Pakistan. Dr. Shrestha brings expertise in areas of disaster risk management, multi-hazard resilient housing and public infrastructures, construction management, vulnerability/damage assessments, and retrofit/structural design of civil engineering structures. His specific work included research and implementation works in revising National Building codes, identifying and piloting sustainable and safer building technologies, and retrofitting techniques. He served as a Recovery Shelter Coordinator in Shelter Clusters, an Expert Panel member for Nepal’s National Building Code revision, and development of a training curriculum and training manual on safer and sustainable housing, He provides expert inputs in the restoration and retrofitting of Schools, Hospitals and Heritage buildings. Dr. Shrestha received two national awards – Nepal Vidhay Bhushan “Ka” and “Kha” from the President of Nepal in 2008. He credits several professional publications and conference presentations on multi-hazard resilient infrastructures, integrated retrofitting techniques/ approaches, Green/Sustainable and Safer housing, and infrastructures
